Trump's Woke Warning Misses Europe's Real Threat: Technological Decline.

The recent US national security strategy presents a flawed view of Europe. The document asserts that open-border policies and what it terms "woke" agendas pose an grave threat to the continent's identity. Yet, this argument rests on a fundamental misreading of the reality. The true challenge confronting Europe is not cultural but technological and economic lag.

A Glaring Growth Divide Between the US and Europe

The data reveal a stark picture. Between 2008 and 2023, American economic output surged by 87%, compared to a paltry thirteen and a half percent growth for the EU. Over this time, EU GDP per capita dropped from 76.5% to just half of the US level. Remarkably, even the poorest US state now boasts a greater average income than major European economies like Italy and France.

Today, about half of the world’s top fifty tech companies are US-based, while a mere four are from Europe.

The Technological Deficit: A Critical Problem

The growing disparity stems from superior productivity growth in the US, largely due to technological innovation and higher total factor productivity. The scene of global tech leadership is decidedly American. In the last five decades, hundreds of American startups have scaled into companies valued at more than $10bn, versus only fourteen in Europe.

This gap raises a vital issue: In the race for future industries like semiconductors, AI, and fusion energy, where does Europe stand? Most analysts concede it is essentially a two-horse race between the US and China, with Europe starting at a clear handicap.

Underlying Factors of Europe's Technological Lag

Several major reasons explain this technological divide.

  • Venture Capital: The US boasts a much more robust and agile network for funding startups. Europe has yet to establish a true unified investment market, a factor that caps the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder Europe. A US startup can launch a service under one set of laws to access a consumer base of over 330 million. The European Union, despite a bigger population, is split among 27 different national regimes, creating huge market obstacles.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, there are reasons for hope. European leaders are growing more conscious of the existential challenge and have begun to propose serious reform. Notable reports on EU competitiveness and the single market point to the necessity of sweeping reforms.

Given appropriate policies and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

Europe still possesses considerable strengths: skilled workforce, top-tier schools and universities, and world-class labs. Alongside a large internal market and substantial household savings, these elements have the potential to trigger a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating next-generation tech, it can still dramatically increase productivity by adopting and adapting advancements from other regions.

A Critical Juncture

The European Union now stands at a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, the continent's technological decline has been steady. However, if it fails to take bold steps to tackle its structural weaknesses, today's slow erosion could give way to a rapid and permanent decline in world influence.
